Zalev and the A-word

Audits? What audits? If I had a nickel for every time Max Zalev told me “Enwin is audited all the time,” I’d be rich.

Zalev has told me this so many times that it should be the corporation’s new slogan, carved above the entrance to its building on Ouellette Avenue, emblazoned on its trucks criss-crossing the city, stamped at the top of my monthly bill, which I send to my accountant to decipher.

Zalev, of course, is chairman of Windsor’s audit committee and CEO of Enwin Utilities, which is owned by the city. (Lots of people think that’s a conflict of interest.)

Enwin never had detailed audit: OEB

Board counters claims of Zalev, Francis

WINDSOR, Ont. — The Ontario Energy Board says it has never performed a detailed audit of Enwin Utilities nor undertaken a “value for money” investigation.

“It’s not our mandate, it’s not what we do,” said Sylvia Kovesfalvi, acting manager of communications for the province’s energy board.

Enwin CEO Max Zalev and Mayor Eddie Francis say there is no need for the city’s internal audit department to dig deeper into the city’s utility company because it is thoroughly audited by the OEB.

The issue arose following the firing of the city’s auditor general, Todd Langlois, who alleges that among the reasons for his termination was his desire to audit Enwin.

Langlois has launched a $2.4-million wrongful dismissal lawsuit against the city.

An auditor general can undertake a value-for-money audit which can assess the effectiveness and efficiency in the way money is spent. That differs from regulatory or financial audits which focus on compliance, taxation and the accuracy of financial statements.

The mayor has repeatedly indicated anyone is welcomed to audit Enwin, but he added the cost would be huge and a waste since OEB “has auditors who come in” to study the balance sheets.

Enwin/WUC Monies

I prepared the attached table just to let you know how much money the Mayor and Members of Council received from the Utilities every year. Click here for a better view of it.

Did we get value for money for all of these fees paid out? I guess we won’t know for a while until these organizations are audited and who knows when that will be. Enwin Energy as an example doesn’t seem to be doing too much so why are there so many Directors and how much money do they receive every year?

I gathered this information from Windsor Star stories over the past few years. It may not be hundred percent accurate but it gives you an indication, dear reader, of the amount of money that is paid over by Enwin/WUC. There is an issue with respect to the Mayor’s salary dealing with Municipal Elected Officers’ Allowance and exactly how much the Mayor received from the Utilities because the Star stories don’t deal with these very well as far as I am concerned.

You need to ask yourself how many meetings are required to deal with important matters in these Organizations. The Star reported at one time what the fees were:

There Is Only One Person Left To Be Blamed

Oh dear, oh dear, oh dear.

Annie has done it now in her column in the Star on March 2, 2012 “Asleep at the switch.” If this slamming of Council does not stick, then there is no turning back.

There really is only one more chapter that she can write in her book about the Langlois affair. I expect that she does not want to write it but she has put herself in the position where she has no other choice but to do so.

I find it very interesting. The Star Editors can write a scathing Editorial about the Ornge helicopter scandal but not a word about the Auditor General fiasco:

Another Star Whitewash

(WINDSOR, ON) – I wonder if Eddie Francis can feel his house of cards beginning to crash down around him. His intricate plans, that are detailed plans, probably didn’t include a contingency for failure. Looking at his track record of promising big and never delivering, I would have thought that a detailed plan would include provisions for when things go terribly wrong.

And how about Edgar’s cronies? Are they ready to come forward now that Francis has started down that slippery slope toward disclosure and discovery? Are the sycophants ready to reveal their roles in Eddie’s detailed plans in order to save themselves? As far as the Windsor Star is concerned, apparently not quite yet.

No doubt you have read, or otherwise become aware of, Anne Jarvis’ last few columns. On the surface of it all, she looks like a converted believer, appearing to call out the City over the Auditor General fiasco, but, like so many times before, she fell short and failed the readership by not calling for an audit herself

Junior’s Bus Tour Forces Edgar To Announce He Is Running In 2014

I am not fooling. He announced that already, on CKLW, on his love-fest on Tuesday morning. That is the way that Edgar believes that he can control his Councillors and keep them in line so that they will not dare go against his wishes by saying that he is not going to go. Knuckle under or face his wrath for the next 6 years is the threat. No wonder a couple of Councillors were seen turning white today. There go their dreams of being Mayor!

You did not have to go on the bus tour with Ken Lewenza Junior to listen to what was said. All you need to do going check my colleague’s posting where he took a video of the entire trip. Go listen to it for yourself.

Again, the Windsor Square presents to the people of Windsor the opportunity to watch and hear for themselves and to draw their own conclusions without any filtering by the media or even from our own website. You decide for yourself.

Apparently, while the tour was taking place, Edgar (aka Eddie) told us on CKLW that he was at home playing with his children “the wheels on the bus.” Taking such a cavalier attitude to serious allegations like those made by Junior could mean that the wheels might fall off of Edgar’s bus more quickly than he can imagine!

Marra responds to Lewenza’s complaints about WUC

Several concerns that included fears the Windsor Utilities Commission may be privatized similar to Enwin Utilities expressed Monday by former councillor Ken Lewenza Jr. are unfounded, said Coun. Bill Marra, current WUC chairman.

“I’m not clear what his intent is,” said Marra on Tuesday. “I have spoken to Ken on a number of occasions as it relates to WUC. He has some concerns around future challenges related to our capital budget and is afraid we are going to be corporatized.

“That’s not even on our radar screen, there is no intent to do that.”

Lewenza guided three dozen passengers by bus Monday on his “Eddie Francis Truth Tour,” which raised concerns regarding the operations and boards of WUC and Enwin. He called for the firing of Enwin CEO Max Zalev, who he accused of advancing and protecting the mayor’s political agenda.

Lewenza also accused Francis of turning WUC into a “sinking pig,” ignoring the water system’s infrastructure needs in order to keep rates down or divert funds through “management or service fees” to beef up the bottom lines of both Enwin and the city.

Enwin Audit Would Eyeball “Shell Game”

It’s official! City Hall administration is again recommending a $4-million dividend from Enwin Utilities in the revenue tables of its 2012 budget documents which are headed for Council deliberations on Feb. 27th.

In light of this, Mayor Eddie Francis, who is chair of Enwin Canada Utilities Ltd., has some “splainin” to do: How can Enwin afford to dish over another dividend, which will allow Council to “freeze” property taxes in 2012, when it has been reported that the average household will have to swallow a 6.23 per cent increase if the hydro company’s application, filed in November, 2011, is approved by the Ontario Energy Board (OEB).

Something Strange Is Going On Here

I just don’t get it. Is it a fool moon tonight? An early April Fool’s Day joke being played on us by the traditional media?

Of course you have seen this website and joined their Facebook page:

These poor souls have obviously been influenced by the nattering nabobs of negativity. Instead of accepting the City Hall gospel, these people have decided to think for themselves. That really is quite shameful in this City.

More than that, they happen to believe that posting on social media like Facebook and Twitter might help in the distribution of their ideas. What do they think this is: Enwin Awakening, Occupy Enwin/WUC.

The next thing that you will know is that they will call for a huge protest at the next City Council meeting so that everyone on Cogeco can see it for themselves. I got it, there will be a giant flash mob to the song “We built this city” right after the declaration of pecuniary interest. Quite ironic don’t you think.
